Job Details:

Exquisite Solution Limited, a leading HR recruitment and management company, is looking for a skilled and experienced National Content Officer to join our client’s dynamic team in the oil and gas industry. The idle candidate will be responsible for coordinating and overseeing compliance with national content and social affairs requirements set by the client, as well as providing support with HR-related tasks.

Key Responsibilities

  • Lead the implementation of the company’s National Content Plan for the oil and gas development project, aligning and coordinating efforts with both the customer and government agencies in Uganda.
  • Monitor and ensure successful implementation of capacity building initiatives and Knowledge and Technology Transfer activities, in line with National Content commitments and the company’s annual NC plan.
  • Ensure National Content commitments are met in accordance with contracts, interfacing with local suppliers to ensure the delivery of goods and services that align with overall NC objectives.
  • Maintain active relationships with local stakeholders, including training institutions, vocational schools, and universities, to support National Content delivery.
  • Liaise with local authorities as required, acting as the direct point of contact for any matters related to National Content.
  • Oversee the training and development of subordinates, ensuring they possess the necessary qualifications and experience to carry out their tasks safely and efficiently.
  • Ensure compliance with the company’s integrated management system and perform related duties and obligations.
  • Conduct regular site visits to engage with contractors and the local community.
  • Follow up and evaluate the quality of training provided to project teams, ensuring alignment with improvement plans.
  • Support recruitment efforts by sourcing candidates, conducting interviews, and coordinating with third-party manpower agencies.
  • Oversee the onboarding process, ensuring new hires are integrated effectively with the appropriate training and support.
  • Assist with performance management and support HR-related activities as needed.
  • Coordinate payroll processing, ensuring accurate and timely compensation for all employees.
  • Manage exit processes in coordination with third-party manpower agencies.
  • Review and verify invoices from HR service providers, ensuring accuracy and compliance with agreed terms.
  • Collect, prepare, and verify employee timesheets to ensure accuracy, reflecting actual hours worked, overtime, and leave taken.


Qualifications and Requirements

  • Bachelor’s degree or higher in any field
  • Minimum of 3 years of experience in national content, social affairs, or HR operations. Experience in personnel training management is a plus.
  • Strong sense of responsibility, service orientation, and confidentiality.
  • Excellent written communication, logical thinking, and coordination skills.
  • Proficient in Microsoft Office and other office software.
  • In-depth knowledge of the local oil and gas industry, market trends, and competition, with strong skills in market analysis, planning, and execution.
  • Proven leadership abilities with effective communication skills and experience working across diverse cultures.
  • Fluency in both the local language and English, with exceptional written and verbal communication skills.
  • Ability to perform under pressure, adapt to changing conditions, and solve problems effectively.
