Job purpose:

The Electrical Engineer is the organization’s foremost technical authority on all electrical systems — spanning high-voltage (HV) and low-voltage (LV) power distribution, motor control systems, instrumentation and controls, auto-electrical systems on the feed mill, and the engineering components of the feed mill. Reporting to the Maintenance Manager, this role ensures the safety, reliability, compliance, and efficiency of all mill infrastructure and other equipment across the organization’s operations.


The Electrical Engineer leads the preventive and corrective maintenance programme, responds to all breakdowns and faults, manages statutory compliance, and provides engineering input into capital projects, equipment installations, and facility upgrades. The role demands a qualified, experienced engineer with deep practical knowledge of industrial electrical systems, a rigorous approach to safety, and the capability to work across both fixed plant and remote agro-processing environments.Beyond hands-on engineering, this role carries responsibility for mentoring junior technicians, maintaining accurate mill drawings and documentation in collaboration with the Draughtsman, and managing relationships with licensed contractors. The Electrical Engineer’s sign-off on all installation or repair is a statement that the work is safe, compliant, and fit for purpose


Key Responsibilities:

Preventive Maintenance


Design, implement, and manage the Preventive Maintenance Schedule (PMS) for all mill systems and equipment including: HV/LV switchgear, transformers, distribution boards, motor control centres (MCCs), capacitor banks, earthing systems, emergency generators, UPS systems, fixed electrical installations and all the feed mill production equipment.

Carry out thermal imaging surveys on electrical distribution boards, connections, and switchgear panels to identify hot spots and deteriorating connections before failure.

Test and verify earth leakage protection, RCDs, MCBs, overcurrent relays, and motor protection devices at prescribed intervals.

Inspect, test, and maintain all emergency lighting, fire alarm systems, and electrical safety systems.

Service and maintain workshop equipment — welding machines, compressors, vehicle hoists, and power tools — in accordance with manufacturer service intervals.

Fault Diagnosis & Corrective Repairs


Diagnose and repair complex faults across the mills systems.

Use test instruments including: insulation resistance testers (Meggers), power quality analysts, earth resistance testers, thermal imaging cameras, oscilloscopes, and clamp-on power meters to characterize faults accurately.

Carry out motor rewinding assessment, bearing replacement, and drive system fault diagnosis on three-phase electric motors and variable speed drives (VSDs/VFDs).

Diagnose and repair all faults the mill.

Manage and supervise licensed contractors for Mill equipment maintenance, HV switching operations, transformer maintenance, and grid-connected works requiring statutory authorization.

Statutory Compliance & Electrical Safety


Ensure all mill installations comply with standard regulatory bodies e.g. ISO

Maintain valid work Installation Certificates and Periodic Inspection Reports for all premises, ensuring inspections are commissioned at required intervals.

Implement and enforce safe working procedures including Lockout/Tagout (LOTO) systems and permit-to-work for all works.

Maintain safety records including test results, inspection reports, contractor RAMS (Risk Assessments and Method Statements), and statutory certification documents.

Liaise with UEDCL (Uganda’s primary electricity distributor) for grid connection matters, tariff structures, power quality issues, and metering inspections.

Manage the organization’s electrical energy consumption, identify efficiency improvement opportunities, and implement energy-saving measures where cost-effective

Engineering & Project Support


Provide engineering design input for new installations, equipment upgrades, facility expansions, and capital maintenance projects.

Review and approve drawings, schematics, and single-line diagrams produced by the Senior Draughtsman, ensuring technical accuracy and code compliance before issue.

Prepare engineering specifications and Bills of Quantities (BOQs) for procurement of engineering equipment.

Commission new engineering installations — verifying fit for use and functional testing before handover to production.

Mentoring, Documentation & Reporting


Provide technical mentorship and structured coaching to junior technicians and mechanics on electrical safety, diagnostic techniques, and maintenance best practices.

Maintain an accurate maintenance register covering all mill assets: service history, test records, inspection dates, and compliance status.

Prepare monthly maintenance reports for the Maintenance Manager, covering system performance, fault trends, compliance status, energy consumption, and KPI achievement.

Contribute to the development and review of maintenance SOPs, safe working procedures, and emergency response plans.

Education:

For a Ugandan-trained professional, the following qualifications are required or preferred:


Minimum Academic Qualifications:


A Bachelor of Science Degree in Electrical Engineering or Electrical & Electronic Engineering from Makerere University, Kyambogo University, or a recognized equivalent institution is required at the senior level.

Professional / Technical Certifications (Required or Preferred):


Registration with the Uganda Engineers Registration Board (ERB) as a Graduate Engineer or Registered Engineer is strongly preferred and will be actively supported by the organization.

Membership of the Uganda Institution of Professional Engineers (UIPE) is an advantage.

Uganda Electricity Regulatory Authority (ERA) awareness — understanding of the licensing framework for electrical contractors and installations in Uganda

Skills and Experience:

Minimum Experience:


At least 5–7 years of post-qualification hands-on experience as an electrical engineer or senior engineer in an industrial, manufacturing, agro-processing, or utilities environment.

Demonstrated experience with LV power distribution systems, motor control, instrumentation, and electrical fault diagnosis in an industrial setting.

Prior experience managing statutory electrical compliance in Uganda (ERA regulations, UEDCL interface, electrical installation certification).

Experience providing engineering support in a factory maintenance environment is a distinct advantage.

Experience managing external contractors and commissioning new electrical installations.

Core Technical Skills:


Deep understanding of running maintenance systems to maintain or improve production uptime and related efficiencies

Deep competency in LV electrical systems: distribution boards, MCCs, protective devices, earthing, and power factor correction.

Proficiency with electrical test instruments: insulation resistance testers, earth loop impedance testers, power quality analysts, thermal imaging cameras, and digital multimeters.

Working knowledge of motor control systems, VSDs/VFDs, soft starters, and PLCs/SCADA systems.

Ability to read and interpret electrical schematics, single-line diagrams, wiring diagrams, and instrumentation loop diagrams.

Proficiency in Microsoft Office for maintenance reporting; familiarity with CMMS or maintenance planning software is an advantage.
