The Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) is an International Partnership that provides grants to lower income countries with high HIV, Malaria and Tuberculosis disease burden including Uganda. The Fund also supports health service delivery through grants that are dedicated to health and community systems strengthening. These resources are additional to and not a replacement for financing to the health sector from recipient Governments. Recipient Countries are required to demonstrate transparency, traceability, attribution and efficient accountability of the resources.
Uganda under the Ministry of Health (MoH) has received funding from the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) under the 2021-2023 NFM3 grant. Part of this grant is to source for eligible talent to cover human resources gaps in the Ministry of Health in order to strengthen its capacity. Ministry of Health therefore is advertising to recruit competent persons to fill the following posts under the grant based at the MoH headquarters whose job description and person specifications indicated below. The incumbents will be offered contracts that will be renewable based on satisfactory performance.

Justification
The Radiography Officers will support and coordinate TB screening activities at health facilities and communities using chest radiography. The officers will coordinate operations of the portable digital X-ray machines stationed at the 5 beneficiary health facilities to screen eligible patients for TB. The officers will also coordinate TB screening outreach activities using the mobile X-ray TB screening clinics in communities at increased risk of TB. The officer will support capacity building, promote utilization, and monitor implementation of radiology services for TB diagnosis.
The radiology officer will work in collaboration with Active TB Case Finding, Laboratory and Community team at the NTLP and districts, as well as implementing partners in the regions to identify/mobilize target facilities/ communities for Xray screening and linkage of diagnosed TB patients in care.
Responsibilities
• Develop plans and manage operations of the digital X-ray machine, including scheduling of TB screening activities in the target communities
• Ensure safety of equipment and all accessories to avoid damages or theft during storage and transportation
• Ensure proper handling, regular maintenance and servicing of the digital X-ray machine when required.
• Work to ensure minimum requirements and recommendations of the regulatory authority (Atomic Energy Council) are observed and ensure registration and licensing for operation of the digital X-ray system.
• Provide technical guidance on radiation safety precautions while handling the X-ray machine to avoid risk of unnecessary exposure.
• Manage client flow, prepare patients for X-ray procedure, and take chest radiographs as well as manage results for X-ray services
• Consult appropriately with Radiology specialists or Physicians and ensure quality control for X-ray results issued to patients.
• Support capacity building of health workers in the use of radiology services for TB diagnosis, radiation protection and application of X-ray screening algorithm to determine eligibility for X-ray services.
• And any other duties assigned by the Division head/immediate supervisor
Deliverables and outputs
• Avail lab projections for X-rays supplies and lab. requirements
• Develop and document X-ray service provision standards including X-ray maintenance
• Provide Annual operational plans for TB screening
• Avail timely results to patients/clients
• Timely data for weekly reporting provided
• Evidence on service standards for client protection adherence
• Establish standards for proper effective performance of X-rays
• Develop quality controls and safeguard the Xrays
• Reports on trainings and skills empowerment to HWs
Minimum qualifications and experience
• Diploma or Degree in Medical Radiography.
• Minimum of 3 years’ experience working in a radiology unit handling X-ray machine and exposure to handling digital X-ray systems
• Registered with the relevant regulatory authority
