A. Position:

Hospital Director of Administration

Reports to: Executive Director

Minimum Age: 45 years.
Benedictine Eye Hospital (BEH) is a specialized eye health facility located in Tororo District, Eastern Uganda, providing comprehensive eye care and Community-Based Rehabilitation (CRservices. In line with its mission to deliver quality, compassionate, and sustainable eye health services, the Hospital invites suitably qualified and experienced candidates apply for the position of Hospital Director of Administration.

Job Purpose
The Hospital Director of Administration will provide strategic and operational leadership in administration, human resources, finance oversight, procurement, logistics and institutional governance to ensure efficient, compliant, and sustainable Hospital operations.

E. Required Essential Qualifications for Hospital Director of Administrafion

The ideal candidate must possess combination of qualifications across a the following three levels:

Bachelor’s, Master’s, and Diploma, in any of the relevant fields listed below.

i. Bachelor’s Degree Qualifications:

Bachelor of Medicine and Surgery (MBChB); Bachelor’s Degree in Public Administration and Management; Bachelor’s Degree in Mass Communication or Public Relations; or Bachelor’s Degree in Accounting and Finance.

ii. Master’s Degree Qualifications:

Master’s Degree in Hospital Administration and Management or Health Services Management: Master’s Degree in Business Administration: or Master’s Degree in Public Administration.

iii Postgraduate and Professional Qualifications:

Postgraduate Diploma in Project Planning and Management; Postgraduate Diploma or Master’s Degree in Project Monitoring and Evaluation; Certificate in Project Management for Eye Care.

iv. Added Advantage:

Proven experience and knowledge in Hospital Management information Systems (HMIS),

Membership with a recognized professional body in Human Resource Management, Administration, Accounting, or Management and Certificate in Administrative Law.


1 Experience

i. Minimum of Five (05) years relevant work experience in a Hospital at a Senior Management level

ii. Experience in Hospital Administration and Management or Human Resource Management in a Hospital setting.

iii. Proven experience in Hospital administration. Non-Governmental Organization (NGO), Private Not for Profit (PNFP), or donor-funded instifutions.

iv. Demonstrated experience in financial oversight. Project Planning and Management and institutional governance.

H. Key Responsibilities

  1. Provide overall leadership and coordination of Hospital administrative and support services.
  2. Oversee Human Resource Management, including recruitment. performance management, staff welfare, and discipline.
  3. Provide oversight of finance, procurement. stores, assets, transport, and security functions.
  4. Ensure compliance with Hospital policies, donor requirements, statutory regulations, and best administrative practices.
  5. Support budget preparation, financial controls, and resource utilization in collaboration with the Finance team.
  6. Strengthen internal controls, risk management, and accountability systems.
  7. Support Hospital Management and the Governing Body in policy implementation and institutional development.
  8. Coordinate audits and ensure implementation of audit recommendations.
  9. Represent the Hospital in administrative and stakeholder engagements as required.

a. Contract: Fixed-term contract (details to be provided to successful candidate).

b. Duty Station: Benedictine Eye Hospital, Tororo.
