Job Summary: The Senior Technical Advisor, Strategic Information, provides technical guidance on strategic information (SI), monitoring and evaluation (M&E) of HIV activities under the EpiC project in Uganda. The scope of work will include supporting data management and reporting systems at selected facilities to ensure accurate, timely, and complete information flows into national systems and to ensure data is used to improve service delivery. The Senior Technical Advisor, Strategic Information, leads project SI activities and sub activities including monitoring technical assistance activities provided to the Ministry of Health (MoH) and decentralized local governments (DLGs) to strengthen laboratory capacity and support sustainability efforts related to absorption of human resources for health. The position oversees SI project timelines and budgets and contributes significantly to the development of donor reports and presentations.
Accountabilities:
- Provide technical support and guidance for the development of monitoring and evaluation systems for project activities ensuring that these adhere to donor requirements, relevant national and global standards and guidelines.
- Provide leadership, technical support and guidance for the design, development, planning, and implementation of SI activities including support to external stakeholders as appropriate.
- Creates and/or updates SI portion of the project workplan, within the given resource and financial constraints.
- Guide the development, periodic revision, and implementation of project M&E plans and data management and analytics platform.
- Lead the development and use of standardized SI tools, standard operating procedures (SOPs) and guidelines, in alignment with national SI priorities and systems
- Strengthen capacity of EpiC Uganda staff in analysis, visualization, dissemination, and use of data for performance improvement, through training and ongoing mentorship
- Work with technical staff from HQ and in-country staff to identify, prioritize and address SI needs.
- Collaborate with the technical director, HQ team and project staffs to support compliant reporting of results, capture of lessons learned, and dissemination of programmatic impacts and knowledge products.
- Conduct data analyses and lead the preparation of high-quality routine reports for donor, HQ and government stakeholders.
- Collate and upload project data to data systems to produce timely performance summaries.
- Prepares and deliver presentations to USG, MoH, and other Uganda stakeholders on progress.
- Develop and implement SI training and capacity building interventions for partner organizations and identify strategies to address training gaps.
- Maintain a constructive dialogue and technical exchange with technical members of implementing partners.
- Provide supervision and/or direction to other SI country staff, including but not limited to regional SI officers.
- Monitors staff members’ level of effort needs to ensure adequate coverage of resources.
- Performs other duties as assigned.
Applied Knowledge & Skills:
- Strong knowledge and skills in SI, M&E, and HIV.
- Solid knowledge of standards for SI, operational processes and procedures, work, and task flow.
- Has the ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
- Conducts routine coordination with employees and consultants, as appropriate
- Proficient writing and verbal communication skills. Relevant computer software skills (including, at a minimum, the standard applications in MS Office).
- Ability to manage their own work to job and performance standards.
- Must be able to read, write and speak fluent English.

Supervision Given/Received:
- Supervises junior staff members.
- Coordinates own workflow and sets individual priorities.
- Works under general guidelines for completion and accuracy as determined by the supervisor.
- Reports to EpiC Technical Director.
Education:
- Master’s Degree or its International Equivalent in Public Health, Knowledge/Information Services, Epidemiology, Biostatistics, Health Informatics, Monitoring & Evaluation, Health sciences, Behavioral, Life/Social Sciences, International Development, Human Development or related Field.
- Project Management (PM) training preferred.
- A post-graduate qualification in Monitoring and Evaluation is of added advantage.
Experience:
- 8+ years of relevant experience in SI or M&E for large projects or programs in a senior role.
- Documented experience providing SI technical assistance and capacity building to USG, PEPFAR-funded HIV programs in Uganda.
- Documented experience with electronic medical records (EMR), DHIS2, DATIM, and integrated Community Health Information System in Uganda.
- Prior work experience in a non-governmental organization (NGO).
- Demonstrated capacity in data analytics and data visualization tools

- Ability to spend long hours looking at a computer screen and doing repetitive work on a keyboard.
- Ability to sit and stand for extended periods of time.
