General Summary
The Cluster Medical Supply Chain Officer supports in monitoring and providing on-site support of medical logistics management in the supported districts/health facilities according to MOH standards. He/she will ensure close monitoring of medicines and health supplies. He/she will further ensure availability of quality medicines, responding to dynamic changes in demand, managing increased volumes of commodities and minimizing pilferage and misuse.
Key Responsibilities
• Capacity building of health facility staff in supply chain management systems and utilization of MOH LMIS tools including, NMS- ERP customer service portal, Rx Solutions, WAOS, TWOS, RASS and PIP.
• Support health facility forecasting, commodity ordering- through both manual and electronic Logistics Management Information Systems (eLMIS).
• Coordination of deliveries including inter facility and inter district stock transfers.
• Follow up on activity plans developed by the medicines management supervisors and organize collaboration meetings to assess progress.
• Coordinate and Leverage on SPARS for support supervision and mentorship of health workers.
• Establish facility surveillance systems to detect and notify adverse drug reactions to drug regulatory authorities in a timely manner.
• Support design and implementation of appropriate differentiated ART service delivery models in line with national policies and the PEPFAR community framework.
• Support health facilities to compile and submit accurate HMIS and programmatic reports according to project, donor and Ministry of Health timelines.
• Support health facilities to ensure quality and timely data collection and Logistics management Information Systems (LMIS) reporting - to the district, Ministry of Health, and other stakeholders that feeds into the national Stock Status Reports
• Support improved supply chain data quality through routine supply chain data quality assessments and CQI projects to systematically address the identified data quality gaps.
• Ensure accurate data collection and use of all supply chain data for proper commodities management
• Support health facilities to ensure appropriate accountability and use of health commodities.

Person Specification
• At least 2 years’ experience in pharmacy practice in HIV prevention, care and treatment as well as knowledge in national medical logistics management systems.
• Excellent communication & organizational skills with basic computer literacy skills including word processing, excel, internet and power point
