Job summary
To develop and monitor the implementation of systems, policies, and procedures for continuous quality improvement (CQI) across the project implementation sites, divisions and health facilities

Responsibilities and duties
• Develop, review and monitor implementation of project Quality Improvement (QI) Policy/guidelines, tools and curricula in line with the MOH CQI Policy and the organization’s Mission
• Develop and monitor the implementation of project’s strategic, annual and quarterly consolidated QI work plans and budgets, and support the integration and implementation of these planned activities into districts’ development plans & budgets in line with (MOH) policy for CQI and organization’s mission;
• Develop and monitor implementation of the QI Capacity Building Program (Training, Mentorship, Coaching and Support Supervision) based on identified needs;
• Develop and maintain strategic partnerships and networks with project QI teams/committees, district key stakeholders, and with other implementing partners for QI in line with the organization’s QI objectives and the MOH policy for QI;
• Provide guidance to regional and district QI committees to improve visibility of Quality Improvement across all areas of health service delivery.
• Conduct QI-based operational research and organize periodic collaborative learning sessions for key stakeholders to share best practices, lessons learnt and reward best performers in line with the organization’s QI objectives and the MOH policy for QI;
• Support the organization’s resource mobilization efforts by participating in the development and writing of grant proposals to be submitted to funding agencies
• Conduct continuous technical support supervision to project implementing sites.
• Support development and dissemination/publication of best practices and change packages from implemented QI projects
• Monitor and evaluate progress of implementation of the QI Annual Work Plan and also conduct periodic assessment of performance and quality of care in ROM departments, supported sites, districts and health facilities, and provide periodic reports.


Qualifications, Skills and Experience
• A degree in any medical field with a master’s degree in public Health;
• Training in Health Systems Strengthening;
• Experience with evaluation, data collection and analysis, proficiency in evaluation design and development of indicators, ability to obtain, analyze and interpret data, and present findings in written and oral form
• At least five (5) years’ working experience in Training/Human Resource Development, HIV/ AIDS Care and Support Services provision, of which at least 3 years’ experience in Quality Improvement approaches especially MOH guided CQI at district and health facility levels;
• Must be a team player with excellent, networking, communication skills (both oral and written) plus strong analytical and problem-solving skills.
• 5 Years Relevant Experience
