Job Summary: Under the guidance of the Learning & Innovation Manager, the M&E / GIS Officer’s primary responsibility is to assist project staff in the planning, coordinating, supervising, monitoring and evaluating of projects AND support the maintenance-and development of Country Program Geographical Information System (GIS)
Main Duties & Responsibilities:
Monitoring &Evaluation Roles:
• Reviews and refines monitoring, evaluation & reporting tools for all projects in line with LWF Uganda M&E system and donor requirements.
• Coordinates all aspects of project monitoring and reporting ensuring that data collected is of high quality, harmonized across all sub-programs and is produced on time.
• Aggregates all qualitative and quantitative data from each project into one project status report- and submits the same to management within stipulated timeframes including monthly, quarterly, annual as well as feature reports.
• Assists the Learning and Innovation, Grants Manager and Project Teams in designing, conducting and coordinating baselines, mid-term evaluations, end-line evaluations, Performance Quality Audits and annual project reviews.
• Provides technical assistance and training on monitoring and data collection to M&E staff in all sub programs.
• Tracks data quality based on review of data generated by the M&E Field Teams through activity tracker, debriefs, researches/surveys or Audits to primary sources to ensure that data provided is accurate and authentic.
• Collates reports, articles, case studies, best stories from the implementing teams for compilation into status reports.
• Regularly updates the Web based project monitoring, evaluation and reporting online system with project data and other information requirements and continually build the capacity of staff on the system.
• Ensures that appropriate and harmonized systems are in place to track project implementation indicators, impact measurement and progress as required by the donors.
• Oversees and updates M&E activities included in the Work Plan, with particular focus on results, impact, best practices, lessons Learned, emerging issues and setbacks in implementation.
• Undertakes frequent visits to the field to support implementation of projects M&E and to Identify where adaptations might be needed.
• Designs and implements systems to identify, analyze, document and disseminate lessons learned for each project.
• Consolidates a culture of lessons learning involving all project staff and allocates specific responsibilities.
• Ensure that ToRs for consultants recruited for different projects also incorporate mechanisms to capture and share lessons learned through their inputs to the project.
• Participates in the production of quarterly newsletters for the organization.
• Works closely with the learning and innovation Manager, Grants Manager and Project Managers to map out project-specific strategic partnerships and engage with different stakeholders.
• Attends different learning and sharing events as appropriate.
GIS Roles:
• Assists LWF in Developing effective tools and processes to collect, manage and combine spatial datasets;
• Establishes the LWF GIS system and builds LWF staff’s capacity for GIS management.
• Works with IT to support and manage the software licenses.
• Creates and builds customized training manuals to cover different levels and specialist areas of GIS.
• Standardize LWF's current geospatial datasets and associated attributes across project.
• Create maps, infographics and other cartographic products on a periodic basis;
• Gather, spatial and attribute data from staff in the field and determine how best the information can be displayed using GIS.
• Analyze spatial data for geographic statistics to incorporate into documents and reports.
• Support M&E and program unit to develop and design data collection tools (surveys) for LWF operations under monitoring and evaluation of activities.
• Coordinating with other Humanitarian actors and Gov't agencies on GIS platforms to obtain accurate updated database.
• Performs any other official duties that may be assigned.
Education, Qualifications & Experience Required
• Bachelor's Degree in Statistics, Information Technology, Development Studies, Communications, Environmental Science, Public Health or any other relevant degree.
• Post Graduate Diploma in Monitoring and Evaluation.
• Minimum of 3 years practical experience in Monitoring, evaluation, reporting and GIS.
Special Skills, Aptitude or Personality Requirements:
• Well-developed Report Writing Skills; demonstrated experience in preparing project reports for diverse audiences including Project Management Teams, Community Stakeholders, Government & Donors
• Naturally Analytical with a strong eye for compiling both qualitative and quantitative reports
• Proven experience in partnering with Project Implementing Teams to ensure the Project Reporting needs are met
• Excellent Interpersonal and Communication Skills with ability to make complex data simple to understand
• Sound understanding of Project Management Cycle and support activities
• Experience in Statistical Analysis Packages e.g., SPSS, STATA etc.
• Experience in data management using QGIS and ArchGlS
• Good knowledge and Experience with non-spatial data analysis in GIS and SPSS
• Dashboard Designing using Online ArchGlS and PowerBi.
