Job Details:
The scope of work will include but is not limited to the following:-
i. Oversee and support implementation of activities under external consultancy
services for marketing and mobilization activities for electricity connections;
ii. Prepare work plans and budgets for marketing and mobilization activities, in
consultation with the external consulting firm for marketing and mobilization
activities for electricity connections;
iii. Plan, prepare and manage the publication of promotion material in collaboration
with the external consulting firm for marketing and mobilization activities;
Plan, implement and manage marketing and promotion events throughout the
country in collaboration with the external consulting firm for marketing and
mobilization activities;
v. Periodically evaluate the effectiveness of all marketing and promotion activities
and make appropriate recommendations;
vi. Prepare monthly, quarterly and annual progress reports indicating the number
of marketing and mobilisation activities undertaken and the likely impact,
indicating the challenges and planned marketing and mobilisation activities for
the following period;
vii. Ensure synergy and consistency in the planning and implementation of
activities with the different players under the EASP;
viii. Provide support in the engagement and management of externally sourced
marketing and promotion consultancies, among others:
a. Preparation of Terms of Reference;
b. Ensuring that marketing and promotion activities are carried out in
accordance with the contracts and within agreed timelines.
c. Ensuring compliance with safeguard, fiduciary and other requirements
for marketing and promotion activities.
d. Preparation of progress and assessment reports and updates as
required;
ix. Perform any other duties that may be assigned by the Connections Manager,
MEMD PIU provided these duties contribute to achieving the development
objectives of the EASP project.
1.4 Person Specifications
a) Qualifications
i. Bachelor’s Degree in Marketing/ Mass Communication/ Journalism/ Social
Work and Social Administration from a recognized University/Institution.
Master’s Degree in Marketing / Mass Communication /Journalism / Social
Work and Social Administration or any related field from a recognised
University.
iii. Professional registration and membership with Chartered Institute of
Marketing (CIM) or equivalent from a recognised institution will be an added
advantage.
b) Experience
i. At least eight (8) years working experience in planning, implementation and
coordination of marketing and mobilisation initiatives including rural areas.
Experience in designing marketing strategies, materials and messages for
given target groups and the public will be critical.

1.5 Reporting Obligations
The Marketing Specialist shall report to the Project Manager in the MEMD-PIU.
1.6 Duration of the Assignment
The assignment shall be for a period of three (3) years, renewable subject to
satisfactory performance.
