FHI 360 is seeking to recruit a Program Implementation Manager for Kampala, under the USAID MCHN

Activity. The holder for the position will be responsible for closely working with the Activity’s Technical

Directors for MCH, Nutrition and MEL and their respective teams to manage a coordinated and

responsive approach to implementation of MCHN activities in Kampala, including within KCCA, public

referral hospitals, and private (non-for-profit and for-profit) located in Kampala district/city.  S/he

reports to the Senior Advisor for MNCH.

Roles and Responsibilities:

Planning, engagement, and coordination:

  • Closely work with the three Technical Directors (Nutrition, MCH and MEL) and their teams in developing, coordinating and management of weekly, monthly, and quarterly implementation plans, ensuring appropriate and timely communication and engagement with stakeholders
  • Serve as a key coordination link between the USAID MCHN Activity and other RMNCH, FP, Nutrition, HMIS COVID-19 vaccine deployment actors and stakeholders in Kampala
  • Contribute toward the development and execution of project strategies to improve roll-out of national MCH and Nutrition strategies in Kampala
  • Lead USAID MCHN’s Kampala implementation technical assistance team (teams from FHI 360, Save the Children, UHF, Encompass and Makerere University SPH) in building and maintaining a functional relationship with KCCA teams (Central, Divisions and facilities/communities), national referral hospitals, and selected PFP and PNFP healthcare facilities (and their respective governing bodies) located in Kampala.

Management:

  • Participate as a member of the project Senior Management Team (SMT) in meetings on strategic level issues for effective project implementation
  • Coordinate with a FHI360 administration and operations team to ensure that the Kampala implementation teams are fully and appropriately given administrative and logistics support
  • Keep the SMT apprised of progress of implementation in Kampala through bi-weekly and adhoc reports as per workplan priorities
  • Leverage technical and strategic support and guidance from SMT (collectively and as individuals) to ensure that the front-line implementation teams are fully supported, implementation is aligned to agreed-upon overall project objectives and strategic approaches, and all technical assistance efforts are focused on results
  • Assist KCCA and respective governing structures for healthcare facilities in Kampala, to coordinate health systems strengthening (human resources for health, stewardship and financing) efforts and investments as appropriate.

Coordination of, and participation in, site-level technical support activities

  • Coordinate site-level technical support activities implemented by USAID MCHN teams, including identifying other actors providing site-level technical support and ensuring a coordinated and harmonized approach to avoid duplication and instead promote synergy, cross-leveraging and convergence. The technical support activities will cover RMNCH (entire continuum of services from community mobilization/sensitization, ANC, delivery, post-natal care and post-partum family planning); nutrition; HMIS strengthening; and COVID-19 vaccine deployment.
  • Closely work with the MEL team to design and manage HMIS strengthening activities for Kampala sites and their respective governing entities, including performance review meetings and activities aimed to increasing routine data utilization to guide investment of efforts

Cascading national level strategic priorities to Kampala as a sub-national entity

  • Opportunistically and actively participate in national level technical engagements (e.g., MOH and OPM TWG, sub-committee meetings), together with other MCHN team members, to contribute to strengthening of national RMNCH, nutrition and COVID-19 vaccine deployment “strategies” and subsequently take lead in coordinating USAID MCHN efforts towards cascading these “strategies” to “district and site level” in Kampala Capital City.

Building partnerships and collaborations

  • Develop strategic alliances with other actors in Kampala including Project MaNe, UNICEF, IDI, USAID Defeat TB (includes conducting a comprehensive mapping exercise for implementing partners on an ongoing basis) and ensure harmonized technical assistance as described above.
  • Build contacts amongst government, business and media actors in Kampala to identify opportunities to promote the USAID MCHN Activity work and additional areas for co-operation. To do so the candidate will need to have, or to quickly develop, a strong understanding of the political and economic landscape/s in Uganda’s urban areas, particularly Kampala Capital City.
  • Represent the USAID MCHN Activity at relevant meetings or other events as may be appropriate.
  • Perform other duties as may be assigned by and agreed upon with supervisor


Qualifications:

Education:

  • University degree in a health field is required (a medical doctor or MNCH nurse) with a post-graduate training in public health, clinical medicine or another related field.

Experience:

  • More than 5 years of experience in delivery and implementation of RMNCH/FP or nutrition clinical and public health programs in Uganda or other countries in the East African region
  • Experience working with national, regional and district stakeholders in implementation of donor-funded programs
  • Experience providing direct leadership to professional and support staff, and oversight and evaluation of staff performance and deliverables.
  • Experience designing and implementing health service provider skills building programs at the district and provincial levels
  • Demonstrated ability to create and maintain effective working relations with government personnel, stakeholders, and community-level stakeholders.
  • Experience with urban health is a significant advantage
  • Proven experience in USAID programmatic and financial management regulations and reporting per USAID guidelines will be of added advantage
  • Proven and demonstrable experience and ability to work with RMNCH, Nutrition and FP data to guide program implementation

Skills

  • Ability to work independently and manage a high-volume, fast-paced workflow.
  • Excellent interpersonal skills and ability to establish effective working relations with different stakeholders.
  • Ability to interact with colleagues, vendors and customers/clients of all demographics and professional levels.
  • Ability to multi-task and work unsupervised, managing extensive travels and logistics arrangements.
  • Excellent English writing and verbal communication skills, knowledge of basic office and bookkeeping software.
  • Proven facilitation skills and ability to disseminate lessons learned effectively
  • Demonstrated proficiency with using Microsoft Office Suite required.
