Job Purpose Statement
To actively monitor portfolio performance through reviewing, compiling and analysing monthly portfolio reports, identifying data patterns and trends from available information sources and interpreting them. Highlighting the credit risk concerns for discussion of the trends with Business Heads and Product Managers and recommending remedial and recovery action to mitigate credit risk concerns. Monitoring and follow-up performance of the both sub performing and non-performing loans portfolio.
Key Accountabilities (Duties and Responsibilities)
- Maintain loan book quality at the prescribed level of provisions/impairment, portfolio at risk and non-performing loans amount/Ratio
- Work closely with auctioneers, bailiffs Debt Collection Agencies and legal team to maximize collections and recoveries.
- Provide accurate and timely reports to the Head of Credit Risk Management and other stake holders highlighting portfolio performance/movement and high risk loan accounts with recommendations for execution.
- Liaise and provide support to business and credit analysis teams by identifying pertinent market conditions and trends that may affect the bank’s loan portfolio.
- Ensure efficient and effective debt collection and recovery through application of appropriate recovery procedures in line with the Bank’s credit policies and guidelines
- Liaise and follow up with debt collectors, court bailiffs, auctioneers and lawyers on cases submitted.
- Ensure that all credit files for cases in default are updated in time with recovery correspondences
- Coordinate collections and work outs on recovery Initiatives, performance improvement plans and alternative Recovery measures for complicated cases.
- Prepare default notices for sign off and issuance to defaulting customers as per the Mortgage Act 2009, Bank’s credit Policies and procedures.
- Recommend underperforming loan facilities to external stakeholders such as auctioneers, external layers with the regulation of Legal department.
- Maintain integrity of the credit recovery and collection process by establishing internal controls and accountability in line with policy and other recognised instruments.
- Monitor the Quality of the services provided by outsourced services by evaluating the KPIs as per SLA including effectiveness and results of the Quality Assurance Metrics.
- Plan and coordinate the portfolio review meetings to be held on a weekly basis
- Formulate, manage and control strategies with the aim of maximizing collection effectiveness and efficiency.
- Define and recommend appropriate loan work-out strategies that reduce the Bank’s credit risk and maximize return
Job Specifications
Academic qualifications:
- Bachelor’s degree from a recognized university
Professional training: - Training in Lending, Debt collection and Credit monitoring
- At least 5 years in lending and 2 of which MUST be at supervisory level of a team of no less than 5 staff.
- Knowledge of the Ugandan banking regulations and statutory requirements.
- A diploma in Law from a recognized institution, such as the Law Development Centre (LDC) or Court Bailiffs, Brokers and Auctioneers'/Court Clerks and Law Clerks Law Course
Desired work experience:
- Sound experience of minimum 10 years with a leading financial services organization and relevant experience in managerial roles in the following areas: loan workout, rescheduling, rehabilitation, acceleration, enforcement, liquidation of assets and collateral, modification and/or implementation of various forms of loan recovery strategies
- Legal, Regulatory, Compliance proficiency in supervising and managing fore closure process as appropriate
- Demonstrated knowledge of banking regulations, policies and procedures relating to Loan Workout processes;
- Demonstrated ability to deal with challenging customers and situations as well as the ability to resolve problems using sound judgment;
- Knowledge and understanding of the laws, processes, and documentation about foreclosures, legal action, and solvency/bankruptcies, and recovery of delinquent commercial loans;
- Proficient in the use of Microsoft Office applications and utilization of various applications for loan collections & recovery
